Couple things could be happening.
There are plastic buttons, green circle, that fall off. Green buttons are stops for belt return.
Seat belt is always being pulled tight. When the plastic buttons fall off, belt retracts and cannot be pulled out. The locking pendulum inside of the belt mechanism is in the locked position.
Anchor bolt or locking in red circle needs to be removed. Let the belt fully retract, it will release the locking pendulum so that the belt can be pulled outward. You need to install a new button in green circle.
These are not easy to install. It is a round circle that a plastic stem goes thru the center. You are supposed to melt the plastic stem to lock the 2 plastic pieces together in the belt. We always get the solder iron too hot and normally burn off the plastic stem. A metal type snap together piece may work better.
If #2 and #8 buttons are still available.
FYI, all seat belts will only pull out when they are mounted or held in the installed position.
Fold the seat down, they will not pull out. The locking pendulum is will only let the belt move when the belt assembly is installed in the installed position. That is why if you pull hard on a belt, car aimed down/uphill it may not pull out, pendulum stops it movement. Pendulum is inertia working, slam on the brakes, belt locks up. The other thing about Volvo seat belts, if you pull the belt out completely, connect yourself in, if you hear a ratcheting noise as the belt slack returns, pendulum is locking the belt in place. It tightens up and you cannot move forward. You have to remove the belt, return it to its rest position and start over.
Pulling the seat belt out completely is for locking/holding in a car seat.
The belts that will not retract are twisted in blue circle, same for 3rd row.
Pull the belt out, look in and see if it is twisted.
The belt is doubled over filling up the return slot.
It can take some patience to untwist a belt in the blue circle.
Look at the belt from red to blue circle and see if there is a half twist.
You do not need to remove, unbolt anything for a twisted belt issue.
For what you are doing, the belt exploding tensioners will not activate.
Remove the key, disconnect batter if you feel safer in doing so.
We never unhooked a battery for any air bag/sensor replacement.
We did try to remember to remove the key.
